A new report from Build American AI argues the AI revolution isn't just a software revolution but is a new industrial revolution. And nowhere is that more evident than in Texas, where billions of dollars in new investment are fueling construction, manufacturing, energy production, logistics, healthcare, and high-paying jobs across the state.

The takeaway is simple: AI isn't replacing the Texas economy. It's helping build the next chapter of it.

AI runs on much more than code

Before an AI model answers a question or helps write an email, an enormous physical system has to exist behind it. A system run by people.

Someone has to generate the electricity. Someone has to manufacture the chips. Someone has to build the data centers, run fiber, pour concrete, move freight, maintain equipment, and train the workforce that keeps everything operating.

AI is much more than a software story. It's an energy story, construction story, manufacturing story, logistics story, and ultimately, a workforce story. Texas is uniquely positioned at the center of all of them.

Texas is already leading the AI economy

The numbers are proving this point. More than $140 billion in announced AI and AI-related investments have already been committed across Texas, including major projects from Google, Samsung, Hut 8, and Project Radiance in Abilene.

Texas also recorded 57,785 AI job postings in 2024, second only to California, making it one of the country's fastest-growing markets for AI talent.

Perhaps the most surprising statistic is this: an estimated 1.86 million Texas small businesses are already using AI platforms.

That means AI isn't just something happening inside Silicon Valley or Fortune 500 companies. It's becoming a Main Street tool.

In Abilene, Project Radiance represents a $47 billion AI data center expansion expected to generate hundreds of direct jobs and billions of dollars in long-term economic activity for the region.

In Taylor, Samsung's semiconductor expansion supported nearly 18,700 direct and indirect construction jobs in 2024 while producing more than $8.6 billion in construction output.

In Houston, physicians using AI-powered documentation tools report saving two to four hours of administrative work each day, giving them more time to focus on patients instead of paperwork.

Between Dallas and Houston, autonomous freight technology is already moving commercial goods, demonstrating how AI is improving logistics in one of the nation's busiest transportation corridors.

These aren't hypothetical examples of what AI might do someday. They're examples of what AI is doing today.

The biggest opportunity isn't replacing workers, it's making them more productive

AI's biggest economic impact comes after businesses adopt it. Today, nearly 60% of Texas businesses report using AI, an adoption accelerating faster than the early commercial internet.

Small businesses are using AI to write estimates, improve customer service, automate paperwork, manage inventory, translate documents, and streamline operations.Healthcare providers are reducing documentation burdens. Manufacturers are improving quality control. Logistics companies are optimizing delivery routes.

Rather than replacing workers, AI is helping people spend less time on repetitive tasks and more time on higher-value work.

Research highlighted in the report reinforces that point. A National Bureau of Economic Research study found that generative AI increased worker productivity by 14 percent on average, with the largest gains occurring among newer employees. Another study of more than 21,000 U.S. firms found no evidence that AI adoption was causing layoffs. Instead, companies investing most heavily in AI experienced employment growth, including increased hiring for entry-level workers.

This opportunity is real, but it does exist with some challenges. Texas will need more power generation, transmission capacity, workforce training, and infrastructure if it wants to remain competitive. Communities hosting AI projects deserve transparency, local workforce opportunities, and investments that create lasting public value.

The bottom line

For years, AI has been a software story. Texas is proving it's much bigger than that.

Quickly becoming one of the state's defining economic development stories, AI is creating demand for skilled workers, attracting billions of dollars in investment, strengthening manufacturing, helping small businesses compete, and giving professionals across industries better tools to do their jobs.

The future of AI won't only be written in code.

It will also be poured in concrete, generated through power plants, manufactured in semiconductor facilities, shipped along Texas highways, and built by American workers.

More than simply preparing for the AI economy, Texas is helping build it.
